i try exactly what you aske and it is still doing the same. im wondering do you think an antivirus :specifically avast!: on access scanner has something to do with it. i cant remember if i had limewire working before i installed it. but my limewire and java are definetaly not the problem. it did not have slow speeds with bearshare but a lot of the music on bearshare cannot be burn bc of liscense infringement. mp3torpedo, morpheus, limewire, anything pretty much attached to the gnutello(sp?) network makes it stay under 2kb/s and for cable and everything else acting fast thats odd.

Have you checked with your ISP to see if they are shaping P2P many have started recently, Its worth a phone call to at least rule them out.
Card buses n such sorry thats over my head!! (Its a possibly that)
And Ive only herd good things about Avast,

2. What firewalls you have ? WindowsFirewall, And Defender
3. How much ram ? 512mb
4. Hard Disk space available ? 80gb
5. Connection type (eg: dialup, broadband, cable, etc.) ? broadband
6. Modem & router brand name & model numbers ? BT Home Hub
7. Where are you trying to connect from (house, appartment complex, school, student accomodation, work, etc.) ? House
8. What version,LimeWire & Java,Go to L/W's Help/About L/W, THIS show both LW & Java version.? limewire 4.12.11 // java 1.5.0_03
9. Who is your ISP provider (Internet Service Provider) ? BT
10. Do this test click here: http://www3.limewire.com:6346/ should say 'Your test worked!. What happens ? says "your test worked"
11. Are you sharing the connection with other computers or p2p sharing programs? If yes, please give details of set up. n0pe
12. Is this your 1st try at LW, or is this a new problem with an experienced user.? Had this problem for ages...
13. Do you see a brick wall in front of the blue world icon at the bottom of LW's interface ? yes
14. Have you given full permisions for LimeWire to pass through your Firewall ? I selected unblock when windows firewall popped up
15. XP users, Please state XP firewall on or off.?

Also java is out of date, use this link to update.
Now! Go to,
START/Set Program Access/Change or Remove Programs,
now completely remove all versions of java.
Re BOOT Your computer NOW.

Now! Use this Link to get (jre-1.5.11) Use the off line installer, NOT the (recommended) one,
Java SE Downloads - Previous Release - JDK 5
When Download is completed.
Disconnect from internet, close ALL apps n reinstall java.
