Your the second person that has posted the exact same problem and you are both with Persona Canada, which would lead me to think that Persona have maybe put in place p2p shaping...

This is what I found in their FUP...
Customers shall comply with the bandwidth, data storage and other limitations associated with their Service plan, as amended from time to time by Persona at its sole discretion. Business Customers and other special accounts can review the current bandwidth, data storage and other limitations related to their account by contacting Persona sales and support personnel at any time.

Although Persona has no obligation to monitor the Service and/or the network, Persona reserves the right to monitor bandwidth, usage, and content from time to time to operate the Service; to identify violations of this Policy; and/or to protect the network and Persona Customers.

Maybe you could give them a ring and see what your usage plan is...
