Upload limits

When monitoring my uploads, I noticed most were coming up "Upload Limit Reached". I changed the settings to use unlimited bandwidth, set the upload limit to 500, "always allow freeloaders" and only 5 files shared to not be a freeloader. I shut down Limewire to have the new settings take effect and still have the same problem when running the program. People trying to upload my files can't get past the limit in affect no matter what the settings are set to. I did a restart on my computer also, (had other dl's that made it necessary) and still no change. What am I doing wrong and how do I fix it?
