Have you ever been able to download well in the past? Do files start downloading at reasonable speed & then drop to 0 KB/s? Does it still happen if you're downloading a file with 8 - 10 hosts? You say that downloads stay at 0 KB/s almost all the time...is there any difference depending what time of day you're using LW?
AFAIK Comcast throttle uploads, not downloads, but maybe things have changed.
