Default 3 kb/s speed?

For some reason sometimes my downloads (ANY download, just to add) stays between 0 and 3 kb/s. The connection has all 5 bars in green, everything's just fine and it isn't my firewall I don't think because I only have this issue sometimes. I've tried restarting the program, no avail. So when I get frustrated from it not getting any higher than 3 kb/s I'll close it and come back hours and hours later and it will be fine.

Is this just a server issue or something? This sucks.

If it only happens some of the time, may indicate that your ISP is Throttling Bandwidth. May give them a call to see if they Limit P2P. They May tell you the truth or may not. Who do you use??

this is most likely being caused by your ISP, as they are known for such activities...they're not blocking p2p (as it says they don't in your contract), just jacking with it...use the forum's search function to look for hits on changing ports and see if doing that does anything positive...
