Its some sort of problem that everyone is experiencing that is on the Gnutella network. It started happening to me about a month and a half ago, I tried everything and nothing helped so I switched to Soulseek, Ares, Emule and Torrents (The Pirate Bay)

It's not the network, it's something on your end. It's either your firewall, router, isp, java, or you may just need to delete everything and reinstall. I can start LW and it connects right up. The only problems I've ever had were related to my firewall or my router and I'm far from being a geek .
