Have you done a speed test for uploads: Choose nearest location for a speed test & only have your browser open: Speed Test Internet Speed Test DSL Speed Test Broadband Speed Test Bandwidth Speed Test (it can be worth trying the test at different locations in any case.)

It could be useful to do a test with a friend, give them a magnet link to one of your shared files, see how fast they can download it. How to use Magnet Links

I can download at over 1.1 MB/s but my upload speed is only about 95 KB/s ... so I try to give them 20-30 KB/s each depending on what files (how large) they are uploading from me.
