Upload bug in Phex?

In my Phex i have 10 Max parallel uploads, and 1 Max upload per host.
But i upload to alot MORE people at the same time, and more uploads per host, see this screen:

This was within 2 minutes after restarting Phex... if it runs longer i upload to more then 40 host at the same time, and that is too much!

Is this a bug???
