If it's there be sure to put a check-mark in the box to its left. If it's not, maybe something's wrong with the setup/installer program and you should consider downloading a new one to use.
If it's on the msconfig startup list, try right-clicking on your taskbar at the bottom and see if there's a check-mark beside the program on the drop-down menu. Maybe it's on your taskbar, but you haven't activated it to show.
