If you know the exact file size of your old download you can try to do it.
Start a dummy download of some new file. Locate the phexdownload.xml file and open it with a text editor. Copy the entry of the dummy file and replace the filename with the filename of the broken download and replace the filesize with the original file size of the broken download. Also delete all candidates.
Be aware that if you screw the file format Phex might not startup anymore. In this case just delete the file and try to start again.

The phexdownload.xml file is located there :
~/.phex

Just enter that in "go to folder..." in the Finder's "Go" menu.
