Does Phex work on a windows ICS client?

Can you give me some more informations on a ICS client or some link to it?
What is so special about it? Are other Gnutella clients able to run on a ICS? If all other clients are able to run then Phex is sure able to do it also.

I believe he is referring to this:

Basically it creates a LAN without a separate router; as far as i know, Phex should run just fine with ICS.
