Question

Did you get the latest version (Phex 0.4.0)? Did you just copy the jarfile into a directory and typed the "java -jar phex.jar" command?

I really canīt understand why this should not work as I am using Phex constantly and I am always testing the latest release. If you solve it (or not), let me know through this forum.
