Default Mac: Users can't use Phex because of restrictions

Hallo,

(OS X, 10.4.2)

I installed Phex. All the kids are users with restrictions (I choose as administrator the softwares the can use). When I try to authorise the kids to use Phex, the system doesn't want to allow that. It says (alert window) that the restrictions I choosed doesn't permit the use of Phex for these users.

Why? Is there a solution?
