How does file sharing work exacly?

I want to make a program(in VB) that would be like Gnotella, but more personnalised. One of the reasons I do that is to learn. I studied Winsock, but now, what to do with it? How does each computer know the list of other computers? The messages(ping, pong, search, result, etc.), how are they passed? Can someone make me a shema of how it work or something? If you can help me in any way, thanks
