Unhappy College Student AGAINST Sharing

Sorry if my subject line is a little misleading-- I'm not against p2p file sharing in principle. It's just that my school's network is at a crawl, and I think p2p is to blame. One dorm out of eight continually uses 1/3 of the entire campus' bandwidth.
The people in ITS have yet to figure out how to block the new Morpheus client, so their solution.... pull the plug for the entire dorm during business hours. This response is understandable from their POV, but it prevents me from doing useful work from my room.
I thought I might help our IT dept by doing a little research. I thought you guys might help:

-Is there an effective way of blocking the new morpheus client?
-How could they unilaterally block access to the Gnutella and Fastrack networks?

I can't even download Morpheus (within a reasonable amount of time) to play with it!

Well,
If everyone is leeching tons of videos and other files p2p is not to blame. But you're right.... many programs use too much bandwidth because they send to many pings and queries....

But I think this can only get better....
Theres now pongcaching, flow control and ultrapeer to reduce the bandwidth.

Could well be that guy in the next dorm, who has an anonymous FTP service running for his 39 Gigabyte MP3 collection. Or the IT department looking at live video feeds from De Wallen in Amsterdam. Or it could be that eveyone unsuspectedly installed a trojan for DDoS purposes on their PCs.

Either way, if your IT admins can't figure out how to block that traffic, I'd hate to take the Computer Science course at your college/university.

Finally "I thought I might help our IT dept by doing a little research" and "I can't even download Morpheus to play with it!" is contradicting
