What is speed?

I have DSL. What should be my download speed? Sometimes it is as low as 1.7KBps. I guess congestion is a factor, but doesn't that seem pokey?

Your download speed depends on the upload speed of the person you're downloading from.

Which is why the likes of Limewire clients I try to avoid downloading from as this client has the feature of limiting upload bandwidth.Sort of defeats the object of p2p file sharing.

I usually try to stick to the 1000KBps or better downloads.
