 A nice Idea, but the minimum should be 3kB/s, because else a modem-user won't be able to download anymore, when someone begins to download from him/her. Modems have a total of 6 to 7kB/s, that means with 6kB/s upstream they would have at most 1kB/s to download, and that would be consumed by the network-traffic. This would mean, they would simply stop to share at all, and I don't assume, you'd want that.
