Rename MP3 Tags

Can anybody recommend a simple program, available for free download, that will enable me to edit MP3 tags (e.g. title, artist, album, genre) at will. The programs I have found insist I change the file name to something like “artist - title.mp3” and then change only those tags (so I can’t alter “genre” for example).
