Why Completed When Not Completed?
 
On occassion, while downloading, the file will stop and state "Complete" when it is apparent its not.

When that happens, it usually means that the person you're downloading from didn't finish downloading the file from someone else. So you completed downloading the person's incomplete file.

Are you sure about that? It typically states that the file is larger than what it stops at and sometimes I can resume file download until true completion and other times I just get a request push.

It's one possible cause. If it stops and you can resume it later, the person may still be downloading the file.

I think this happens when the Host closes his Gnutella(-clone). It's possible that it is restarted imediately, so you can resume your download.
