MacOS 10 connection problem

I downloaded LW(basic),it tells me download was a success-I installed onto hard drive, it says that was a success.When I click on the LW icon, it flashed but NOTHING HAPPENS. help !!

LW icon flashes but does not connect

Problem-I have MocOS 10.3.9-i downloaded LW Basic -it said successful-I installed it and was successful-when I double click the LW icon, it flashed but NOTHING happens. Help
