scrolling thru open Safari windows
 
Say I have a whole bunch of open browser windows open; Is
there any way to "scroll thru" these open windows via the keyboard-
that is, bring each one to the front one after the other. I know I
can press Control and see all of them at once and then click on
each one in turn, but is there any way to leave them full size and
rotate thru them one at a time?

Well on Tiger it's F10. F10 will show just the windows of the front program. F9 will show all windows of all programs & folders. F11 will hide all so you only see the desktop. F12 will bring the dashboard out in front.

Safari scrolling
 
I have Safari browser, version 1.3.1 - -
the F keys don't work for me.

[Command + `] - the key just left of 1. Steps through each window in any program.
