are software downloads so slow because you have to be in the "in crowd" to obtain faster download speeds?

i don't ever remember downloads being so slow. could the national security folks be sifting thru downloads?

any help would be appreciated

I too remember the Napster days when it took only seconds to download a file. Is there something I am missing here? It seems like things are downloaded at only a few kb/s?
