What is an .ogg file? And how would one play it?

It's an Ogg Vorbis file. You can find more information about the format at http://www.ogg-vorbis.com/

You can play those files through WinAmp if you download a decoder from http://www.ogg-vorbis.com/downloads.asp

Audion can also play the .ogg files.
