| whoa! Dissertation and you don't clarify "piracy"? Tsk. tsk. Errol Flynn was the best film pirate (apologies to Peerless), and though I have to assume you are talking about the Valenti definition of piracy, that is a term of art that has a different meaning in the courts of most western countries. I think you should edit your poll to specify that you want to know about downloading infringing material in a country whose laws currently make such downloading illegal. well, back in the last millenium you didn't ask questions like this.
