I don't know that this wiil have anything to do with your firewall problem But....

I just checked on google and found the "Acceptable Use Policy" for Time Warner...
Operator Acceptable Use Policy

It does state that you cannot overuse Bandwidth..

Try giving them a call and ask them if they shape p2p use..
