It sounds like your ISP, a sure sign of this is when you cannot get the test page to connect...
So try Port forwarding your modem/router, because Verizon may be blocking port number 6346...

When you need to do the Static IP part these are the DNS server numbers you will need (if they don't show up)...  USA, DSL, Verizon:
