I have cable and I'm downloading from another cable user... SO WHY HAS MY FASTEST SPEED BEEN 4.8 KBPS?!?!?!

Slow speed
 
Maybe because a small number of people on the network are actually sharing most of the files and tons of people are trying to download from those few people that are sharing. It's almost more of a client-server architecture than peer-to-peer with 80-90% or more of people on the network not sharing files.

And most cable/DSL users have a crippled upload speed ot 128-272 kpbs.

the guy yer uploading from is probly lying and only has a 56k. I don't think anyone's cable could be THAT crippled (4.8k/sec?!?). Try getting the file from someone else.
