Library 2.8.x

Someone may have asked this question already, i'm not sure, I couldn't find it so i'm going to ask. In the lilbrary on 2.8.5 the files that i am sharing, some are in black lettering and some are in red lettering, what is the signifigance of the coloring between the two colors?
