i download program and copy to disk but it wont open asks me to open it with what?

i cant open the program once on my comp to install it .not very knowledgable with computers plz help. using windows 98 ,downloading from cable/dsl showing ive downloaded it ,what is this key i keep seeing on programs?do i need to download something else to get it to run?
