Importing Files to other HD

I recently brought a new hard drive. I was wonder if there was a way I can transfer all the incompetes I started to the new HD.

Why would you want to transfer "incomplete files" to your new computer for? I don't think it's possible if it's not a complete file or mp3 or what have you.
