lime wire wont open :P

hi all. i just installed my dad's CD burner on my brothers comp. and i had to reformat[for god knows what reson] i have used limewire before and it worked perfectly. now i installed it and everytime i try to open the program the mouse shows its clocking and then nothing happens if anyone can help please do...my system specs are as fallows

Windows XP home sp1[i think]
Pentium 4 1.60GHz
512 mb of ram
Gforce 2 ultra.
