1st. question. Yes, and then you will have to make VLC your default player.

2nd. question. No, You will have to use something like Nero, or what I use. See link below. Very nice program.

AVS Video Tools, Video Converter, Audio Tools, Video Editor, DVD Player, DVD Copy, TV Box..

I use the Video Tools, Audio Tools, and DVD Copy.

There are Free ones out there, but.....
