downloading music

Please understand, that is my first time using limewire, so bear with me if this has been already discussed. Firstly, is using limewire, and downloading music for free in the U.S.A (Arizona) legal? Also, How can I make sure I am downloading legally and safely? Does it cost any money?

Any information would be appreciated.
