 Maybe it's PTS... It is P2P traffic Shapping (PTS for shortenning), PTS limits the speed of P2P traffic, and make P2P proggies to look like they were firewalled, the only solution available for this is to talk to your ISP, or, the only solution i've seen WITH-IN a P2P proggie is in Azureus, by encrypting the traffic as a normal HTTP download, but it limits the number of sources you get for a file (other traffic-encrypted clients), and it does'nt work all times...
