 Open LW and go to Tools>Options>Uploads>Slots, and set the "Max Upload Slots" to 0, click apply. That will stop all uploads. You should consider opening some slots back up when your not d/loading. The whole idea is to share files with others. If nobody shared there wouldn't be any files to d/load  .
