Searches, Network overload

I have read the inquiries about the problems with searching, and seen a few of Yytrium's relplies that it will be better after the network reepairs itself.

My question is, how is the network going to repair itself? Doesn't it "repair itself" every time a new connection is made? Or do I misunderstand how things work?
