'Resume' d/l not resuming - starts from scratch

When my net connection is broken for whatever reason and choose to resume the d/l it actually downloads it from scratch and leaves the existing temp file there. God knows where the new d/l is going because the time stamp of that existing temp file isn't changing. Anybody has the same prob with client 0.9.9?
