Bandwidth limit on http upload inaccurate

I've noticed that the my http upload bandwidth is very reliably 2KB/second higher than what I try to limit it at. If I set the bandwidth limit to 1KB/sec, the meter shows three. If I set the limit to 10 KB/sec, the meter shows 12. My testing indicates that the meter is accurate.

This seems to occur whether or not "Use surplus bandwidth" is enabled. When enabled, the total bandwidth usage is reliably 2 KB/sec higher than the total of the bandwidth limits.

Is anyone else seeing this problem?

Do you have your Outgoing bandwidth set to 2.00 in "Ultrapeer mode" in Config? If you're not an ultrapeer, whatever you have there will be added to your upload bandwidth.
