 It could be that you run into a shortcoming/performance trade off we had to made.. Can you try to ban 24.0.0.0/255.0.0.0 25.0.0.0/255.0.0.0 26.0.0.0/255.0.0.0 . . and so on... I recommend you to use the network mask notation. Phex can perform checks much faster with it.
