how to block bearshare?

My brother uses Bearshare. Nothing wrong with that. Except it has some weird, annoying bug. It switches the connection type from whatever I choose before to symmetric DSL 1024/1024. Too bad we only got ADSL 1024/128. And the whole family is using the same connection via router.

That means the upload gets clogged. My upload. Completely clogged. Surfing is almost impossible, playing online is completely impossible. And he just doesn't want to switch it off or use a different p2p program.

Which means I have to do something about it. Stopping Bearshare from working would probably be best. Alternatively only the upload. Normally that probably wouldn't be hard. There are a few problems though:
I don't have access to my brothers computer.
And our router sucks.
With that I mean I cant block ports. I can just forward single ports (so no forwarding of port ranges).

Is there a way to stop Bearshare from working (or at least from taking up all the upload) by just forwarding single ports?

If this can be fixed by just telling my brother to download a new version that would also be nice. So if that bug is fixed by now please tell me.
