You don't have to make a preferences folder, it's already there;)

What version of LW are you using? For older versions (before 4.9.34) the preferences folder was C:\Documents and Settings\your username\.limewire

For later versions (newer than 4.9.34) the preferences folder is here:
C:\Documents and Settings\your username\Application Data\LimeWire

The prefs folder in this new location is hidden by default, so you'll have to show hidden files & folders to be able to find it;) Go to control panel > folder options > view > make sure there's a dot in the circle next to 'show hidden files & folders'. Click Apply > ok to save any changes.
