The Themes folder is within a folder named LimeWire, which is within the Application Data folder. Application Data's hidden by default, so you'll need to show hidden files & folders in order to see it

C:\Documents and Settings\your username\Application Data\LimeWire\Themes.

Have a look at this sticky...it's describing how to find LW's preferences folder in Vista, the Themes folder is within the preferences (LimeWire) folder.
