Upload behaviour with bandwidth cap

With version 3.9.6 the upload behaves strange when I cap the bandwidth at 20K/s: all upload will go to 1 or sometimes 2 downloaders:

If I give unlimited upload to limewire, the bandwidth is nicely distributed to all downloaders:

Is this a known problem?
