red locations?

what are the red locations for? They are in the "location" field on the search screen, so far it has only shown up as a single user- one IP address. Does this mean the user has nothing but corrupt files?
Alright, I think I figured it out- sort of. It is only IP addresses starting with 192. or 10.
So just cause they have a hidden IP it appears red? I dont get.
