Not sure where to post this?????

I've already been told by one group that I'm posting in the wrong spot, but they weren't kind enough to tell me the right place to go.

My question is: i'm trying to install a program that I downloaded and it keeps saying access denied error 1008;5,-5000 Can someone [please help me, or direct me where to go to get help. Thank you
