Clearer Explanation and Control over Rarely & Always Allow Freeloaders

Just how does your software decide what rarely is? I want to know how, and I want more control over this. The people who share more file, especially quality files, deserve to be rewarded in every way possible, yet it is still important to give those who are starting out a chance to build an inventory.
