"Sharing" by Bad Hosts (RIAA, MPAA, etc)

I've noticed that there have been several times where I can search the network for something completely random, say 'Guinness' for example (every man's favorite drink) and I'll get a list of completely unrelated and bogus reponses, all from two or three hosts.

My question/suggesting is: Is there a way for the community to report a "baddie" so that the network might automagically 'block' this host, in effect stopping its ability to return these fake results?

My reservations on this, as to be fair, and to avoid a power trip/temper tantrum/etc by an angry user:
1) voting of some manner
2) verification or collaboration by more than 'x' hosts

Possible problems:
1) IP spoofing
2) Class C usage (192.168./16, 10./24, etc)

Just thought I'd drop a comment in.

Thanks
