[feature] speed throttle based on upload average

Hi,

Would it be possible to limit the download speed according to the upload average?

1/4 of the dl-speed would always be avaible. When the program ran, it would average the upload speed and every 15 minutes adjust the dl-speed to 10-times the the average upload speed (calculating with the full UL-speed for the first 15 minutes of the session to allow people to download, even when their hosts aren't yet discovered as sharers.).

The average should be only that of the session, because people sometimes change their connections.

Connection preferencing might then make LW-clients more effective (because more LW users would share) and so more popular...

And: "Greetings to all leechers!"
