Will your scale change if you temporarily set your speed to "modem"? That should allow you to set the uploads lower.

Your're right though--I wonder if an editable entry box rather than just the displayed value would help. My cable service is 1 mbps both ways, so I have to set speed to T1 and throttle upload speeds to be realistic.
