Better bandwidth control

I would like to see better bandwidth control so that I am able to browse the web and listen to Internet radio and some other tasks so that I am not being lagged but not giving out slow upload speeds to other users. Unlimited upload speed is just to much bandwidth going out I would like a setting at about 65 Kb/s up and set it for a handful of spots so that people would be able to get at least 20 Kb/s for each file they are downloading from me I do not mind a little lag but I only have medium speed cable and the upload isn't that great

UPDATE 4-1-05
Just got a speed upgrade
to 6 Mbps Down
768 Kbps Up that is max speed
I would still like better bandwidth control though

Likewise I'm at bottom end broadband & the adsl setting doesn't cater for me. I'm forced to use modem speed setting otherwise I can't control my upload & downld speeds. So I'm stuck for variying speeds appropriately. :)

What speeds are T1/T3, etc. for LW & Speeds
